 One of the another solution can be to use SSH Tunnels. However if your users want to use applications that do not have 
known port (UDP, port ranges or dynamic ports)the solution will not work.

For client less VPN, SSL VPN will be the appropriate solution. However again based upon number of users you can pick 
the appropriate solution.
