I agree that some sort of vpn approach would be best for this.  But
tightVNC doesn't fit at all in that category.

Yeh, what is an agent you ask?  Some secure app running on the distant
network that you have access to and allows you to manage remote systems.
Whether it be monitoring, patch management, etc.  Now, this would
actually depend on what the requirements are now wouldn't it?
