I seem to remember a whole host of laws regarding what we could and
couldn't do with our bandwidth when I was working at a college. We
were classified as an ISP due to the students bandwidth being included
in their tuition. That we could not filter traffic in any way was one
rule, and if Fergie's statement holds up, then mebe some lawyer could
make the stretch that giving priority to some customers by slowing
down others would be tantamount to filtering.

Its a stretch, but hey if some moron can get a multi-hundred-million
dollar settlement for dumping coffee on their how-do-ya-do, anything
is possible.
