Well, I'm fair gobsmacked.

I would have thought that an organization like IEEE would have
understood the importance of open distribution and communication of
research.

This has been going on for a while, probably a decade or more.  For a
while, the major science vendors (including ACM and IEEE) ran very
aggressive search engine spamming campaigns.

It's also not uncommon for universities to require copyright and
patent assignments from students, even when the student is not paid
for the work and it's a mandatory part of the curriculum.
