Hmm.. I MIGHT be wrong here, but both: 63.0.0.0/10 and 63.64.0.0/10 are registered to UUNET (arin blocks: NETBLK-NETBLK-UUNET97DU & NETBLK-UUNET63 ) These add up to 63.0.0.0/9, right?
