39/8 ?

I'm receiving routes for 39.0.0.0/8 which is odd as IANA states this is a
reserved block, as does arin but theres a route in radb .. 

I cant find AS4554 either and the rDNS doesnt exist in in-addr.arpa

Whats this all about then?
